Carries out professional planning activities within the context of land planning and design projects.  To be responsible for the overall management of the long-range planning group, to include oversight of projects, client development / retention, personnel and general administrative management.

ESSENTIAL FUNCTIONS:

Manage planning studies to include development of comprehensive plans, neighborhood and small area plans, downtown revitalization plans, urban design guidelines, corridor studies, and code writing (UDOs, zoning ordinances, etc.).

Participate in business development activities through the identification of prospective municipal clients and establishment of relationships leading to future work.

Represent the firm at networking events, seminars, and conferences.

Assist Manager of Planning and Municipal Services with the RFQ/RFP process to include participation in interviews.

Directly manage projects from beginning to end; prepare qualification statements and proposals, define scope, goals, deliverables, resources, budget, and timeline.

Manage the long-range planning group:

  • Determine the appropriate staff mix for the group and develop processes to recruit, retain, manage and motivate staff, as well as monitor their performance, train and develop them.
  • Delegate responsibilities to staff and effectively communicate expectations.
  • Ensure that all department staff adhere to the requirements of the company’s Quality Assurance and Quality Control plans.
  • Ensure that routine company administrative policies are followed by all department staff such as time sheets, expense reports and purchase order requirements.

OTHER RESPONSIBILITIES:

Design and facilitate community engagement activities, prepare materials (digital, web, print); plan and facilitate stakeholder outreach, committee meetings, and workshops.

Prepare planning deliverables (including graphics, reports, and web-based products).

Make presentations to community boards and elected officials.

Provide municipal staffing on an as-needed basis.

Collaborate with staff across all disciplines.

Provide assistance to staff in interpreting and applying municipal codes and regulations.

Ability to communicate with clients, staff, public officials, and the public regarding planning policy and regulations.

In coordination with the Manager of Planning and Municipal Services prepare and negotiate project contracts and budgets.

Job Candidate Qualifications

MINIMUM QUALIFICATIONS

Strong written, oral, and interpersonal communication skills.

Ability to supervise, mentor, motivate, and train staff.

Willingness to serve on professional organizations.

Willingness to work non-standard schedule to include participation in night meetings.

Must be detail-oriented and client focused.

Able to multi-task, be flexible, and react to shifting priorities, demands, timelines, or project adjustments.

Driver’s license required as some travel may be required for the purpose of meeting with clients, stakeholders, or off-site personnel/management.

EDUCATION AND EXPERIENCE: Bachelor’s Degree in City or Urban Planning or equivalent; Master’s Degree preferred.

American Institute of Certified Planners (AICP) designation required.

10+ years of professional experience; including at least 5 years in a supervisory role.
