General Statement of Duties
Performs journey-level technical planning work in current and long-range planning projects, and uses GIS technology to prepare maps for various City departments.
Distinguishing Features of the Class
An employee in this class performs responsible journey level planning work in a variety of projects for current and long range planning efforts. Work includes tasks such as reviewing land use plans and assisting citizens with information about changes in zoning, conditional use permitting and variances; assuring proper notification processes are followed; preparing agendas for Planning Board and other meetings and attending meetings to present information and staff reports; reviewing construction plans for alterations on shoreline at Moss Lake; creating maps for the Planning Department and other departments, and updating resource maps like zoning and city properties; conducting long range planning studies in areas such as greenways and bikeway planning; and compiling information for grants and annexation studies. Other duties include assisting citizens and developers with various issues, and providing staff assistance and making presentations to City Council and various advisory boards. Work involves considerable research, public contact often in sensitive or emotional issues requiring judgment, firmness, and tact. The role also includes developing a favorable relationship between the City and the community. Work is supervised by the Planning Director and is evaluated through conferences, review of work results obtained, and overall acceptance of the programs by the City’s citizens.
Duties and Responsibilities
Essential Duties and Tasks
Prepares technical studies and reports in current planning areas such as land use, greenways, bikeway planning, rezoning variances and special use permits.
Prepares technical studies and reports in long range planning areas such as comprehensive land use planning related to a variety; of social, economic, historical preservation and capital improvements in the City.
Reviews assigned plans for compliance with land use ordinances; prepares legal notices; prepares written reports for board consideration; reviews site plans for compliance with codes; discusses review process with developers; conducts field inspections as needed for site plan review.
Uses computerized mapping programs to design and generate maps to illustrate planning proposals and zoning; inputs data; creates maps for a variety of uses for other City departments.
Receives inquiries from the public and provides information concerning codes, ordinances, and regulations pertaining to services of the Department.
Assists with preparation of agendas and information packets for City Council, Board of Adjustment and Planning Board; prepares reports and drafts staff recommendations; attends meetings to make presentations and answer questions from board members and the public.
Researches and drafts proposed ordinance changes.
Reviews plans for construction on shoreline at Moss Lake for compliance with City ordinances; uses boat to inspect shoreline and construction.
Assists with research and development of ordinance amendments and zoning map amendments; advises citizens on the process for seeking amendments.
Assists with the preparation and administration of grants for planning projects and issues.
Meets with developers, property owners and consultants as needed to discuss development proposals and other planning matters.
Additional Job Duties
Meets with planning officials from other organizations such as Council of Governments and granting agencies.
Issues addresses for the City.
Performs related duties as required.
Recruitment and Selection Guidelines
Knowledges, Skills, and Abilities
Considerable knowledge of the City’s zoning, land use, and other ordinances and codes. Considerable knowledge of the principles and practices of community and economic development and public sector planning and/or landscape design.
Considerable knowledge of governmental laws, programs, and services pertinent to the community and economic development and planning processes.
Considerable knowledge of GIS systems including application of software, hardware and peripherals to planning needs.
Considerable knowledge of the environmental and socio economic implications of the planning process.
Considerable skill in the collection, analysis, and presentation of technical data and planning recommendations.
Considerable skill in conflict resolution, meeting facilitation, and public presentations.
Ability to establish and maintain effective working relationships with community groups, federal, state, regional, City officials, and the general public.
Ability to enforce codes with firmness and tact.
Ability to prepare comprehensive reports and studies.
Ability to express ideas effectively in oral and written forms.
Must be able to physically perform the basic life operational functions of reaching, climbing, , manual dexterity, standing, walking, grasping, talking, hearing, etc…
Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or 10 pounds of force frequently, and/or a negligible amount of force constantly to lift carry, push, pull, or otherwise move objects.
Must possess the visual acuity to examine and work with maps, charts, and detailed materials, operate a computer, inspect sites regarding planning issues, including operating a boat, and do extensive reading.
Education and Experience
Graduation from a college or university with a degree in urban or regional planning, geography, public administration, community development or a related field, and experience in research, planning and mapping work preferably in a local government setting; or an equivalent combination of education and experience.
Possession of an NC Driver’s license.
