- Conduct periodic needs assessments among stakeholder groups to identify needs and values. Define goals and objectives that address priorities that fit North Carolina Sea Grant’s strategic plan and can be used to shape annual work plans. North Carolina Strategic Plan 2018-2021 Resilient Communities and Economies goals support include:
o Communities understand risks associated with living, working, and doing business on the coast, and make informed decisions for efficient use of land, energy, and water resources to sustain coastal ecosystems and economies.
o Communities and economies have capacity to effectively prepare for, respond to, and adapt to the current and anticipated risks and impacts of hazards and catastrophes.
- Work independently as well as closely with university researchers, government agencies, and non-governmental agencies involved with local planning, climate change, resilience, shoreline management, and other topics to develop and implement extension programming.
- Extension programming can include, but not be limited to, processes and/or tools for decision-making; as well as publications, media, in-person and individual consultations.
- Maintain and establish working relationships with community stakeholders.
- Identify extramural funding opportunities to support extension programming implementation and applied research, develop proposals, and fulfill grant reporting responsibilities.
- Oversee student interns, program volunteers, or individuals hired through grants and contracts.
- Coordinate, lead, and/or participate in statewide, regional, and national coastal resilience projects and programs, as appropriate.
- Periodically evaluate programming using quantitative and qualitative methods.
- Develop and monitor annual plan of work through activities such as monthly reporting, annual eSeaGrant extension project reporting, and annual self-evaluation, and through tracking of objective performance-based measures of success including but not limited to:
o Number of communities that have implemented hazard resiliency practices to prepare for, respond to or minimize coastal hazardous events as a result of Sea Grant activities. This measure includes all communities that receive training/assistance with hazards resiliency practices.
o Number of communities that adopt/implement sustainable economic and environmental development practices and policies as a result of Sea Grant activities.
- Share extension program results at regional or national professional and other relevant conferences.
- Frequent travel required in order to establish and maintain successful relationships with various stakeholders. Overnight and weekend travel as necessary.
- Participate in Sea Grant planning meetings and interdisciplinary projects.
- Review minigrant requests, core institutional research proposals, other special funding opportunities, and final reports.
- Assist university and agency researchers in proposal development, project implementation, and project reporting.
- Provide story topics and technical expertise for Sea Grant communications product development.
Job Candidate Qualifications
- Master’s degree with an emphasis in environmental science; geography; climate science; land use or environmental planning; natural resources; coastal management; law; public policy/administration or other field relating to place-based resilience to natural hazards.
- Three years of experience working with community stakeholders to understand and address vulnerabilities to natural hazards.
- Demonstrated ability in conducting qualitative and quantitative research and/or outreach focused on coastal communities and hazard mitigation/resilience topics.
- Excellent written, interpersonal, and group presentation communication skills, with experience in helping non-scientists understand scientific concepts.
- Demonstrated experience in developing, planning, delivering, and evaluating education or outreach programs for diverse audiences.
- Knowledge of, and familiarity with land use and natural resource planning practices, laws, policies, tools, and techniques.
- Demonstrated ability of working effectively in a team setting and to self-motivate.
- Ability to develop annual work plans with measurable outcomes.
- Computer proficiency and the ability to use virtual communication technologies.
