Code Enforcement would be a new division in the Community and Regional Planning Department. On a contractual basis, code enforcement staff advises and carries out enforcement for local governments on current nuisance and ordinance violations. The WPCOG serves as the Code Enforcement Officer for six (6) municipalities.
The Code Enforcement Officer performs responsible technical work enforcing municipal codes on zoning, minimum housing, and nuisance abatement. The position manages the administration of code issues from discovery to compliance which requires excellent communication skills and knowledge of compliance tools provided in local, state, and federal regulations. The Code Enforcement Officer works closely with the general public to provide customer service on code issues and must exercise appropriate firmness, tact, and courteousness in carrying out duties. Work is performed under the general supervision of the Planning Director. Additionally, the Code Enforcement Officer will do the following:
- Investigate violations associated with, minimum housing conditions, abandoned structures, abandoned property, tall grass and weeds, trash, debris, junk vehicles, and other nuisances.
- Conduct field inspections and works with property owners to obtain compliance.
- Provide enforcement of the Code of Ordinances and Unified Development Ordinance.
- Develop, maintain, and enforce code compliance processes and procedures.
- Provide technical assistance and information to staff and the general public in the administration/enforcement of codes.
- Perform routine office tasks including data entry, files management, copying, and answering telephone.
- Develop and maintains automated tracking systems, hard copy files and records.
- Prepare public notices and correspondences, and verify receipt by correct property owner.
- Utilize legal advice in coordination with local government attorney when needed to gain compliance.
- Attend public meetings, assisting other planning and development staff as appropriate.
- Compile, collect, print and record a variety of data and records for analysis of trends and preparation of reports; creates reports and databases; maintains databases.
The hiring range for this position is $38,231-$42,000 depending on qualifications and experience. New hires are eligible for up to a 5% increase with the successful completion of probationary period.
WPCOG is a member of the North Carolina Local Governmental Employees’ Retirement System. This entitles vested employees with at least five years of employment to a defined benefit at the time of retirement. Members contribute 6% of gross compensation each month. This is a before-tax deduction. Western Piedmont Council of Governments contributes an actuarially determined percentage of the gross payroll of members each month.
The Western Piedmont Council of Governments will contribute 4.2% of each employee’s salary and match 4%, for a possible total of 8.2%, to either the NC 401k or the NC 457.
WPCOG pays 100% of an employee’s health and vision coverage. The current plan is a high deductible health plan with a Health Savings Account (HSA). Contributions to the HSA are made pre-tax through payroll deduction.

Job Candidate Qualifications
- Any combination of education and experience equivalent to graduation from high school and 2 years of experience involving contact with the public and 2 years of related code enforcement experience.
- Knowledge of processes utilized for code compliance.
- Knowledge of building code and associated trades and permitting processes principles and practices, including pertinent specialties.
- Knowledge of the zoning ordinances and various environmental codes
- Knowledge of computer hardware and software programs, which include Microsoft Office Suite, Internet and ArcGIS.
- Knowledge of ordinances, and related state and federal environmental laws and codes.
- Excellence in oral and written communication and interpersonal skills.
- Skill in reading and interpreting maps, plans and specifications.
- Skill in collaboration and conflict resolution.
- Ability to read and interpret blueprints, site plans and designs to ensure compliance with appropriate ordinances and codes and a general knowledge of related legal procedures in enforcement
- Ability to explain rules and procedures clearly to the public.
- Ability to prepare factual reports and present to appropriate boards.
- Ability to work on several projects or issues simultaneously.
- Ability to work independently or in a team environment as needed.
- Ability to establish and maintain effective working relationships with contractors, public officials, associates and the general public.
- Ability to enforce ordinances and regulations with firmness, tact and impartiality.
