Assists the Transportation Director in managing the planning activities and operations of the Charlotte Department of Transportation (CDOT). Departmental activities include transportation planning and engineering for the City that emphasize context sensitive design; promotes transportation choices through local and regional planning and design activities; supports the department’s land development services and integrates transportation infrastructure with appropriate land uses, street usage and right of way ordinances; develops transportation plans, modeling and multi-modal initiatives; lead departmental effort in support of development ordinance work with Planning Department and ensure transportation and planning policy work is in alignment; lead departmental effort supporting economic development projects and activities.
Provides leadership and direction to CDOT staff in the development of local and regional transportation plans and provides evaluation of long range and short-term transportation programs, projects and initiatives.
Initiates necessary transportation studies and investigations that promote a multi-modal transportation system; reviews analyses and interpretation of transportation data and recommendations for operational and program improvements.
Provides leadership for CDOT staff in land development and economic development activities that ensures integration of land use and transportation infrastructure.
Develops and maintains effective working relationships with internal and external customers including federal, state, municipal and local governments, citizens and contractors.
Cooperates with other agencies in developing innovative methods to improve traffic conditions, air quality issues, integration with transit programs, and promotion of traffic safety educational programs.
Lead CDOT efforts in support of Planning Department development ordinance work.
Responds to and resolves sensitive inquiries and complaints from both external and internal sources.
Directs, motivates and evaluates staff, works with employees to ensure effective performance, corrects deficiencies; implements and administers disciplinary and termination procedures.
Plans, directs and coordinates, through subordinate staff, CDOT’s work plan; meets with staff to identify and resolve problems; assigns projects; reviews and evaluates work methods and procedures.
Represents CDOT in meetings with the public, other governmental entities (state, federal, local), and internal City staff.
SALARY: $126,870 – $140,966
Job Candidate Qualifications
BS/BA in transportation or urban planning or transportation engineering.
7+ years of supervisory/managerial experience in transportation engineering or transportation planning activities.
Valid driver’s license
Masters degree in transportation or urban planning or transportation engineering.
10+ years of supervisory/managerial experience in transportation engineering or transportation planning activities.
Experience working in a governmental entity in similar or larger size.
P.E. or AICP Certification
