Job Details / Description

Performs difficult professional and administrative work managing all aspects of the Jacksonville Urban Area Metropolitan Planning Organization (JUMPO); does related work as required. Work is performed under the general supervision of the Transportation Service Director. Supervision is exercised over Division personnel.

Manages planning, operational and administrative functions of the Jacksonville Metropolitan Planning Organization.

Administers Technical Coordinating Committee and Transportation Advisory Committee meetings

Develops and implements the Unified Planning Work Program – develops and implements associated City operating and capital budgets

Manages the Jacksonville-Onslow Long-Range Transportation Plan

Manages the Jacksonville-Onslow Metropolitan Transportation Improvement Program

Manages all transportation-related grants

Coordinates transportation projects with local, state and federal stakeholders

Coordinates and leads meetings with NCDOT related to local private development and City capital projects

Manages federally-mandated public participation activities

Manages transportation planning projects as needed

Manages transportation construction projects as needed

Develops, manages and implements municipal contracts/agreements as needed

Performs related tasks as required

Hiring Range: $56,768.00 – $73,798.00 Annually

Job Candidate Qualifications

Knowledge, Skills and Abilities:

Thorough knowledge of principles and practices associated with transportation planning, project development, capital programming and implantation; knowledge of contracting, grant management (NCDOT, FHWA FTA), municipal finance and their application to transportation planning and project management; knowledge of state and federal legislation related to transportation project development processes; knowledge of engineering principles and practices associated with transportation infrastructure; ability to interpret and analyze complex data to prepare and present effective technical reports (oral and written); ability to establish and maintain productive relationships with co-workers, community leaders, other agencies and the general public.

Education and Experience:

Baccalaureate degree with major course work in planning, public administration, engineering or related field, with at least three years of experience in transportation planning and/or project management. Master’s degree in a related field is preferred.
