The Town of Holly Springs (pop. 40,000) located in the desirable Research Triangle Park region on the southwest side of Raleigh offers a small-town atmosphere with a variety of opportunities that arise from a growing economy. Holly Springs is committed to growing smart and setting expectations for the future of our Town. The Planner I plays a key role in the Town’s current planning activities by working closely with the development community as a member of the development review team. The Planner I will be instrumental in the execution of the newly adopted Land Use & Character Plan and will be a part of an inter-departmental work team to rewrite the Town’s zoning regulations to support the new character-based land use plan.

Duties generally include:

-Perform reviews and acts as project manager for development requests including comprehensive plan amendments, rezonings, special exception uses, UDO amendments, variances, master sign plans
-Perform detailed plan review and acts as project manager for projects such as subdivision plans, development plans, planned unit developments, amendments to previously approved plans, and construction drawings -including design review of architectural, landscape, and site plans
-Preparing staff reports and making presentations to various boards and Town Council
-Assisting with the work and duties of the Tree Advisory Committee.
-Participating in special projects including assisting with long-range planning and Unified Development Ordinance amendments;
-Providing customer service to assist the public, developers, development professionals, contractors, etc. with information, processes, technical guidance, and other customer service needs
-Assisting with site inspections for non-residential development to verify adherence to planning requirements.

Job Candidate Qualifications:

The successful candidate will be passionate, enthusiastic, constantly seek new inspiration and have a passion for urban design, planning and policy development. This position requires an independent self-starter with tact and self-confidence; the ability to adhere to a strict schedule; to work independently with many interruptions; to establish and maintain effective working relationships; prepare accurate and concise plan review comments and planning reports; the ability to develop, interpret and firmly enforce relevant ordinances; and to communicate effectively both orally and in writing.

A four-year degree in urban planning or a related field and a minimum of 3 years of professional planning experience (or an equivalent combination of education and experience) that includes public speaking, board/committee training/management, and working knowledge of architectural and landscape design features and terminology. Typical working hours include regular office hours M-F 8:00 a.m. – 5:00 p.m. and evening meetings beginning at 7:00 p.m. on various Mondays and Tuesdays throughout the month.
