Job Details / Description

The primary purpose of this position is to perform professional transportation and transit planning work within the Buncombe County Planning Department to ensure compliance with Federal, State and Local ordinances.

Essential Functions of the position-

Collect, analyze and present technical data, research findings, reports, and planning recommendations to elected officials, appointed boards, community groups and concerned citizens.

Interpret and administer applicable state, county and local codes, ordinances and regulations

Execute program activities and conduct planning studies in transportation and transit planning specialties.

Duties and Responsibilities of the position-

Assist in the preparation of public transportation grant applications.

Assist in the preparation of monthly, quarterly, and annual compliance, financial and statistical reports and associated supporting documentation for grants.

Assist in the provision of financial management for all federal and state grants to support the public transportation system.

Assist in the development of requests for proposals for public transportation system contracts.

Assist in the oversight of contracted services to ensure NCDOT and FTA compliance of public transportation operations contractor.

Review monthly, quarterly and annual performance, compliance and financial reports from the public transportation operations contractor and documents findings and corrective actions needed.

Conduct on-site reviews of the public transportation operations contractor and documents findings and corrective actions needed.

Conduct monthly transit system planning meetings with management staff of public transportation contractors.

Maintain asset inventory for state and federal reporting for vehicles and other transit capital resources.

Assist in the preparation of National Transit Database monthly and annual reports.

Assist in the coordination of efforts, service design alternatives, and transit-related activities for the public transportation system.

Assist in the implementation of the Community Transportation Services Plan and other public transportation plans.

Monitor public transportation performance indicators for service effectiveness on a monthly, quarterly and annual basis.

Participate on other public transportation committees and boards as requested or required.

Serve on the MPO and RPO Technical Coordinating Committees.

Assist with the development, update and maintenance of a variety of ordinances and regulations related to land development.

Conduct reviews of various development applications including plats, permits, site plans, variance requests and rezonings.

Initiate actions necessary to correct deficiencies or violations of local codes, ordinances and regulations.

Conduct extensive research in specific or general project areas.

Write and presents formal and technical reports, working papers, and correspondence.

Assist with the development, update and maintenance of long range plans.

Assist in the implementation of planning projects.

Identify community problems, issues, and opportunities in communities that could be mitigated through planning.

Assist in working with special purpose committees to study various planning issues.

Assist the Planning Director in preparing for meetings and public hearings to explain recommendations and planning proposals.

Conduct public meetings and prepares public presentations.

Provide technical assistance to other County departments.

Answer inquiries regarding planning functions.

Job Candidate Qualifications

Minimum Education, Training and/or Experience: Graduation from a four year college or university with major course work in planning or a related field with four years of experience in rural and/or urban planning at the local level; or a Master’s degree in planning with two years of experience in rural and/or urban planning at the local level; or an equivalent combination of experience and training. AICP Certification is preferred.
