The Department of Planning and Community Development is seeking qualified applicants for the position of Planner II. This is a full-time professional position, which is primarily responsible for performing technical review duties related to land use applications, development review, and environmental programs. Work involves review of site plans, subdivision plats, and other development project applications, ensuring compliance with City code requirements and environmental regulations, and preparation and presentation of reports to City boards and commissions. Candidates should also have knowledge of the Chesapeake Bay Preservation Act, Virginia tidal wetlands regulations and other environmental laws. American Institute of Certified Planners (AICP) certification is preferred.

Under limited supervision, performs advanced professional planning work involving major program and project responsibilities. Work involves performing independent work in the preparation of analytical reports and recommendations on current planning issues such as rezoning and conditional use permit requests and subdivision/site plan reviews and performing special assignments with specific responsibility for major segments of the comprehensive planning program. Work also involves reviewing site plans involving major industrial/commercial development projects, ensuring compliance of plans/projects with City code requirements, providing support for various boards/commissions, and assisting in supervising lower-level planners. Employee must exercise initiative and independent judgment in ensuring compliance with land use ordinances and codes, and in completing other assigned tasks. Employee must also exercise tact and courtesy in frequent contact with property owners and the general public. Reports to the Principal Planner.

  • Assists in supervising lower-level planning staff; assists in supervising, directing, and evaluating assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Interprets and applies City comprehensive plan, ordinances, and other regulations pertaining to planning, zoning, land use, and site development; assists with implementation of zoning/subdivision ordinances; researches code-related issues in code books as needed; initiates any actions necessary to correct deviations.
  • Provides assistance to the general public, developers, architects, engineers, lawyers, and agents on behalf of property owners on proper land use, development and design standards, historic resources, comprehensive planning, housing, environment and social impacts, and zoning code.
  • Performs field inspections: to determine permit compliance, investigate violations, to release surety bonds, determine jurisdictional limits in regard to the stream determinations for perenniality, tidal, and non-tidal wetlands.
  • Performs presentations on current land use and Joint Permit Applications to the Land Use Review Committee, Planning Commission, and Wetlands Board.
  • Provides information and technical assistance to citizens, property owners, land developers, contractors, architects, staff members, City officials, or other individuals/agencies regarding planning/zoning issues, land use issues, ordinances, land development review procedures, site plan reviews, permits, fees, or other issues; responds to questions or complaints, researches problems, and initiates problem resolution.
  • Prepares technical and analytical reports with recommendations to the Wetlands Board, Planning Commission and City Council for Conditional Use Permits, Rezoning Requests, Preliminary Subdivision Plats, Street Vacations, Chesapeake Bay Exception/Encroachment Requests, Joint Permit Applications and Subdivision Variance Requests.
  • Performs special assignments with specific responsibility for major segments of the comprehensive planning program; prepares elements of neighborhood plans that support City Council’s revitalization efforts; prepares elements of small area plans relating to identification and expansion of historic districts; prepares elements of corridor plans, such as the Gateways Corridor Plans.
  • Conducts review of site plans, subdivision plats, zoning permits, or other documentation for major industrial/commercial development projects; determines whether proposed development complies with planning, zoning, and land use guidelines; recommends approval or denial of plans; prepares staff reviews, recommendations, comments, and general correspondence regarding proposed projects for submission to applicants, Planning Commission, Board members, or others as appropriate.
  • Prepares grant submittals to obtain grant monies for planning projects.
  • Provides staff support to various boards/commissions, particularly regarding Planning Commission and Historic Landmarks Commission reports.
  • Performs other advanced planning work as needed.
  • Collects, analyzes, and maintains statistical data; conducts research of codes, ordinances, zoning maps, planning documents, computer databases, Internet sites, hardcopy materials, or other sources as needed.
  • Prepares or completes various forms, reports, correspondence, performance appraisals, staff reports, staff review letters, transmittal letters, plans/documents, surety estimates, fee schedules, studies, spreadsheets, or other documents.
  • Receives various forms, reports, correspondence, payments, administrative applications, subdivision plats, engineering plans, site plans, technical study reports, surety estimates, sureties, comprehensive plans, zoning maps, survey/engineering drawings, technical reports, codes, ordinances, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Operates a personal computer, general office equipment, blueprint copier, measuring wheel, soil probe, engineering scale, drafting instruments, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, presentation, e mail, Internet, or other computer programs.
  • Coordinates planning activities with other divisions, other departments, state/federal programs, outside agencies, or others as needed.
  • Communicates with supervisor, employees, other departments, City officials, board/commission members, state/federal agencies, land developers, contractors, architects, consultants, attorneys, property owners, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Attends various meetings and hearings as needed.
  • Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Performs special assignments with specific responsibility for implementing City smart growth initiatives utilizing regulatory controls such as the Unified Development Ordinance (UDO) and Code of Virginia.
  • Reviews minor subdivision plats.
  • Oversees the implementation of various village and neighborhood initiatives.
  • Performs general/clerical tasks, which may include making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
  • Provides assistance to other employees or departments as needed.
  • Performs other related duties as required.

Salary: $52,757 – $67,792 Annually

Job Candidate Qualifications


Bachelor’s degree in Urban/Regional Planning, Public Administration, or closely related field; supplemented by three (3) years previous experience and/or training that includes urban/regional planning, site plan review, and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Prefers American Institute of Certified Planners (AICP) Certification. Requires a valid driver’s license.
