The City of Concord is seeking qualified candidates for the Planning and Neighborhood Development Director due to the current Director’s planned retirement.

The Planning and Neighborhood Development Director is responsible for comprehensive and current planning, including plan review utilizing a centralized intake process for reviewing and approving construction plans, sign permits, subdivision plats, re-zonings, variances, special use permits, annexations, and site plans supported by the software program ACCELA; community development; historic district regulation; recommends and develops ordinance amendments; and coordinates with the City Manager’s Office on economic development activities. This position currently reports directly to the City Manager and oversees a budget of approximately $3.9 million, plus additional funds allocated for economic development grants. The Director leads a customer focused professional workforce of 18 employees. The Department provides staff support to the Planning and Zoning Commission, Board of Adjustment and the Historic Preservation Commission. The Department also administers the Community Development Block Grant program and Federal HOME funds.

The person in this position plans, organizes, and directs development services functions for the City. Concord is in the process of updating its Land Use Plan so the Director will be responsible for implementing this plan, the Concord Development Ordinance, and other ordinances and regulations as required by law. The Director responds to all legal challenges directed toward development decisions and represents the City’s interests in all hearings and land use challenges.

6/18 Salary Range:  $84,000 (Minimum) – $112,000 (Midpoint)

Job Candidate Qualifications

Concord, founded in 1796, is the County seat of Cabarrus County and is located adjacent to northeast Charlotte in a rapidly growing region in the Piedmont of North Carolina. The City has 1,017 full time equivalent positions and serves approximately 90,000 residents living within a land area of 62.6 square miles. Between 2010 and 2016 the City was 8th in actual population growth among cities in North Carolina and 5th in growth in 2015-2016. The FY 2017-18 annual budget is in excess of $246,000,000.

The City has a strong industrial and retail base, with a growing tourism industry anchored by Concord Mills Mall, Charlotte Motor Speedway, Great Wolf Lodge and the Embassy Suites Resort/Concord Convention Center. A wide range of residential offerings from historic homes to new housing serves Concord and the region.  The City also has a small, but vibrant, historic downtown which is adjacent to its historic residential neighborhoods. The City recently completed an update to the Downtown Master Plan, coordinated by the Department, and staff is providing support for its implementation.

The successful candidate will have excellent communications skills with the ability to interact with customers who may occasionally have opposing viewpoints.   The person must enforce ordinances and other regulations while also being a consensus builder.  Since the position is assigned the primary administrative and leadership roles for the Department, the successful candidate will be able to provide a unified vision to coworkers, making sure they are also focused on outstanding customer service with service delivery based on the City’s Core Values.   The Director also needs strong facilitation skills while working other departments involved in plan review processes. Keeping the big picture in mind is key in a rapidly growing community, so a focus on continuous improvement will be imperative.

Bachelor’s degree in Planning, Engineering, Project Management, or Public Administration or a related field from an accredited college or university, with at least nine years of executive, professional level experience in planning and development services OR any clearly demonstrated combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job. Master’s degree preferred.

A valid North Carolina Driver’s License, or ability to obtain, with acceptable DMV record upon hire is required.
