The Town of Black Mountain, (pop 8,471), is a beautiful and growing community located 15 miles east of Asheville.  The Town invites you to apply and join our team as a full-time Planner I/Zoning Administrator within our Planning Department.

The Planner I/Zoning Administrator position reports to the Planning Director and performs technical, administrative, and investigative work as well as inspections for compliance with various ordinances including but not limited to zoning, subdivision, historic preservation, and sign regulations.

To be effective in this role, the ideal candidate will possess excellent oral and written communication skills including considerable tact and professionalism.  The candidate should also possess prior planning and zoning administration experience, preferably within a municipal setting. Work Schedule:  Monday – Friday 8 hours per day. Meetings or other evening functions related to planning projects or advisory boards are required occasionally. 

Position operates under the general direction and with support of the Planning Director. Performs professional and administrative work providing the statutory responsibilities of zoning administrator; planning, organizing, supervising, and completing statutory duties and other duties as assigned.

Salary range:  Grade 14 – $43,961-$65,954. Recruiting range:  $43,961 – $54,910

Essential Duties and Tasks:

Reviews all site plans, new subdivision proposals, and street closings; meets with developers, engineers, and surveyors to discuss proposals; serves on Technical Review Committee; advises developers and the general public in regards to requirements and protocols.

Prepares legal notices for publication; ensures the placement of rezoning notice and street closing notice signs.

Prepares necessary graphic displays and draft resolutions and ordinances for public hearings.

Maintains appropriate files and records and serves as staff to the Zoning Board of Adjustment and other boards and commissions as needed.

Updates all GIS data sets used to produce department maps; prepares special maps and graphics as needed; produces standards maps for the public.

Performs duties administering and enforcing zoning regulations and other land development codes and ordinances of the Town of Black Mountain and State of North Carolina.

Responds to inquiries from developers, citizens, and staff regarding planning, zoning, subdivision, and land development.

 

Performs specialized technical work in the implementation of the Town’s development and subdivision regulations, and zoning ordinances.

Processes/reviews applications, prepares and submits reports, and where appropriate, issues permits in response to requests for variances, conditional uses, master planned developments, plats for subdivisions, and other land development regulations as well as for street closings/openings, certificates of appropriateness, and sign placement.

Performs site inspections during construction to determine that work is being performed in accordance with the plans, and zoning requirements.

Performs site inspections in response to land use code complaints; conducts periodic community patrols to ensure compliance with land use regulations.

Position includes daily interaction with the public, particularly contractors and developers.

Job Candidate Qualifications:

  • Knowledge of North Carolina development statutes.
  • Knowledge of the principles and practices of planning and land use.
  • Ability to use a tape measure and conduct on-site inspections.
  • Skilled in GIS, ArcView, Microsoft Office and Outlook applications.
  • Ability to review and interpret technical plans, plats, drawings and maps.
  • Ability to understand and follow oral and written instructions and to communicate effectively.

Minimum Qualifications:

Graduation from an accredited college with a degree in urban planning, geography, architecture, historic preservation, public policy or related field. Demonstrated experience in Zoning and/or Subdivision Administration, or Planning. Possession of a valid driver’s license issued by the State of North Carolina.

Special Requirements:

Possession of certification as a Zoning Official or AICP or ability to obtain certification within two years of employment.
