The City of Kannapolis NC, a growing community of more than 48,000 residents located 25 miles northeast of Charlotte along the busy I-85 corridor, is seeking to hire an experienced planner to play a key role in guiding the future growth and development of the City.
Located in the rapidly growing Charlotte metropolitan region, Kannapolis is a city transitioning from an historic mill village to a thriving 21st century community and employment hub. The City of Kannapolis features rural vistas and farmland, as well as a variety of newer and established residential neighborhoods, along with several planned multi-family developments. Since 2015, the City has added over 1,000 new single-family residential units, making it one of the fastest growing communities in North Carolina. During this same time, the City has also seen a surge in non-residential development, such as the recently completed Amazon 1.1 million square foot fulfillment center, Gordon Foods and the Rowan Cabarrus Community College Advanced Technology Center (ATC). Kannapolis is also home to the North Carolina Research Campus – a $ 1 Billion research facility located in downtown Kannapolis, Stewart-Haas Motorsports and the historic Gem Theater.
The Planning Department is currently involved in several major initiatives, including revitalization of the City’s historic downtown core. This revitalization effort is guided by a Downtown Revitalization Master Plan. The first step toward implementation of this plan has been City funding of an infrastructure and streetscape project (scheduled for completion in 2019), that will result in the replacement of aging infrastructure and the installation of new streetscape in the historic downtown core. The City also recently broke ground on a new downtown sports and entertainment venue (scheduled for completion in Spring 2020) to accommodate the Kannapolis Intimidators – the City’s minor league Class A professional baseball affiliate. The first private mixed-use development project in downtown, to consist of 280 apartments, approximately 28,000 sf of street-level retail and a 400 space parking garage, is scheduled to break ground by the end of 2018.
The Kannapolis Planning Department consists of an eight-person staff and exercises three primary functions: development plan review and approval; long-range planning and code enforcement. In addition, the department provides staff support to the Planning and Zoning Commission, Board of Adjustment and other City departments. In 2015 the City brought its planning functions in-house to create the City’s first planning department since it was incorporated in 1984. The Planning Department is located in the new Kannapolis City Hall facility (opened in 2016), which features an unparalleled work environment, including state-of-the-art technology and an in-house work-out facility. The City has recently adopted its first-ever comprehensive plan: Move Kannapolis Forward 2030 Comprehensive Plan, and will begin an update of its Unified Development Ordinance in the fall of 2018. The Planning Department continually strives for excellent customer service and is the process of implementing the Accela electronic permitting system.

Job Candidate Qualifications
PHYSICAL REQUIREMENTS: This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, standing, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
KNOWLEDGE, SKILLS and ABILITIES: Thorough knowledge of the principles and practices of urban planning, thorough knowledge of zoning and code enforcement practices; ability to prepare budgets and provide fiscal analysis of proposals; ability to read and interpret blueprints, site plans and architectural designs; ability to gather and interpret technical and statistical information and prepare technical reports; ability to establish and maintain effective working relationships with local government officials, associates and the general public.
MINIMUM EDUCATION AND QUALIFICATIONS: Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in urban planning or a related field and 3 to 5 years professional experience in urban planning or community development activities. Preference may be given to applicants possessing a Master’s degree and/or AICP certification.
