General Definition of Work  Benefits

Performs complex professional and administrative work involving programmatic and project management level urban and regional planning, comprehensive and small area planning, land use planning and development regulation, transportation and transit planning, graphic and design planning; does related work as required. Work is performed under the moderate supervision of the Principal Transportation Planner/GCLMPO Coordinator or the Planning Director. Continuous supervision is exercised over assigned personnel.

Essential Functions/Duties:

  • Program development and management implementation for urban, regional and transportation planning; (15%)
  • Advise the private sector and public officials on planning matters and assist them with the development and interpretation of planning concepts, transportation regulations, laws and requirements for the development of a transportation plan; (10%)
  • Reviews planning proposals for conformity with applicable regulations. (10%)
  • Prepares reports and other materials for governing boards and other Committees. Responds to inquiries from the public regarding planning activities; (15%)
  • Advises citizens on matters relating to all aspects of planning; (20%)
  • Prepares notices and announcements for a variety of public meetings and other planning efforts; (5%)
  • Performs independent work in the development of analysis and recommendations regarding all aspects of general and long range planning for the City of Gastonia; (15%)
  • Prepares elements relating to a wide variety of social, economic, physical, transportation, and facility planning, including research analysis, design and graphics; (10%)

Knowledge, Skills and Abilities:

Thorough knowledge of the philosophies, principles, practices and techniques of City planning as they pertain to the design and development of urban, regional and transportation areas,; thorough knowledge of the techniques required in the preparation of maps, charts, sketches and complex graphics; comprehensive knowledge of research methodology and of standard statistical procedures; proven ability to plan, organize, supervise and carry out complex programs and projects effectively; proven ability to represent the organization effectively in oral, written and graphic form; proven ability to establish and proven ability to maintain effective working relationships with associates, subordinates, municipal officials, representatives of other agencies and members of the general public.

Job Candidate Qualifications

Education/Experience/Physical Demands/Special Requirements/Additional Information:

Education/Experience:

Graduation from an accredited college or university with a Master’s degree in urban, regional, transportation planning, or related field and moderate experience in professional planning or a Bachelor’s degree and extensive experience in professional planning and AICP certification, or equivalent combination of education and experience.

Physical Demands: The physical activity of this position include:

Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of upper extremities and back muscles.

Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.

Grasping: Applying pressure to an object with the fingers and palm.

Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of the fingertips.

Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

Hearing: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.

Repetitive Motions: Substantial movements (motions) of the wrists, hands and/or fingers.

The physical requirements of this position:

Office Environment Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Office environment work involves sitting most of the time. Jobs are categorized as office environment if walking and standing are required only occasionally and all other Office Environment Work criteria are met.

The visual acuity requirements including color, depth perception and field of vision: The worker is required to have close visual acuity to perform on a computer terminal.

The conditions the worker will be subject to in this position:

The worker is not substantially exposed to adverse environmental conditions (such as in a typical office or administrative work environment).
