The Senior Planner performs work with an emphasis on short and long term municipal planning projects, administering and updating the Town’s zoning ordinance, updating the Master Plan, maintaining records and files, preparing reports, and related work as apparent or assigned.
Essential Job Functions:
*Plans, coordinates, and manages advanced urban and municipal planning projects including neighborhood and commercial corridor revitalization, long and short term strategies to enhance planning, land use and livability, and hazard mitigation; develops and prepares new policies on land use, transportation and other related issues.
*Administers, updates, and maintains the Town’s zoning ordinance including FlexCode.
*Analyzes proposals and plans for consistency with adopted plans and best practices; makes recommendations to Boards and Council.
*Coordinates comprehensive review and update of the Town’s Master Plan and other planning related documents; tracks plan and policy changes ensuring progress is being made towards the Town’s goals.
*Processes permit applications including rezonings, annexations, change of use, zoning certifications, public information requests, Site Specific Plans and Development Site Plans.
*Manages permit application reviews; assigns projects to the Technical Review Committee, prepares and distributes agendas and plans for review; facilitates projects and prepares comments from involved parties; works with applicants to satisfy recommendations and updates plans; coordinates with various State, County and local agencies on plan review; performs field inspections to gather data and verify compliance with ordinances and plans.
*Prepares Council and Planning Board submittals for all projects, plans, and permits; prepares case summaries, ordinance language, maps for inclusion in agenda packets; prepares legal notices.
*Attends Planning Board, Board of Adjustment, and Town Council meetings; prepares and makes presentations on projects, plans, recommendations on permits and general updates as required.
*Assists applicants with pre-application and pre-development process.
*Responds to related inquiries from Town employees, citizens, Board members, and Council members.
*Ensures the preparation of maps, staff reports, public notices, notification lists, mailings, and on-site postings.
*Coordinates public outreach related to planning activities and ensures legal requirements are met for public notifications.
*Prepares and distributes requests for proposals and qualifications for planning projects; reviews responses and provides a recommendation.
*Serves as Town representative for various boards and committees and attends meetings as assigned.
*Assists with grant administration and monitors expenditures.
Job Candidate Qualifications
*Bachelor’s degree in urban and regional planning, public administration, or related field and considerable experience in planning and development review, or equivalent combination of education and experience.
*Possession of or ability to obtain AICP certification within two years of hire.
*Possession of an appropriate driver’s license valid in the State of North Carolina.
Knowledge, Skills, and Abilities:
*Comprehensive knowledge of the philosophies, principles, practices, and techniques of planning as they pertain to the design and development of urban and regional areas, planning research, zoning and community renewal activities.
*Comprehensive knowledge of land development concepts, including planning, zoning, building design, and transportation; comprehensive knowledge of technology and software related to planning, land use, and permitting.
+Thorough knowledge of community systems and related group dynamics, planning and decision making processes.
*Thorough knowledge of research methodology and of standard statistical procedures; thorough knowledge of the Town Charter and of the various ordinances, codes, and regulations pertaining to planning, zoning, and subdivision.
*General knowledge of the techniques required in the preparation of maps, charts, sketches, and complex graphics.
*Ability to read and interpret surveys, plans, architectural and engineering drawings, maps and blueprints accurately.
*Ability to effectively communicate with staff and customers in both oral and written form, both in group and one on one settings.
*Ability to conduct themselves in a professional manner regardless of situation.
*Ability to establish and maintain effective working relationships with associates, consultants, architects, State and local elected officials, engineers, and the general public.
