The City of Raleigh has undertaken a cross-departmental effort to expand and enhance the services provided to the development community. To support this initiative, new development related positions in the following departments: Development Services, Public Utilities, Stormwater, Fire, and Parks, Recreations and Cultural Resources are now in the recruitment stages. Below, is one of the new and exciting positions supporting the development community here at the City of Raleigh.
The Senior Processing Technician is the highest level of permitting technician position in the Development Services Department, aimed at delivering the highest level of administrative processing expertise and oversight as it pertains to Public/Private Development Project review and approval to insure a high-performing, customer service oriented work environment that supports achieving the Development Services’ and City’s mission, objectives and values.
Duties and Responsibilities
Essential Duties and Responsibilities:
Senior permitting technicians will lead all frontline, administrative processing and permitting tasks with regulatory-based knowledge and senior-level competency, applies process improvement principles to assigned areas of responsibility, and contributes to the work of all tiers of DS technicians.
Perform complex analysis of development approvals, permit application processing, overview of basic code compliance, and related technical duties related to the essential functions.
Directly supervise DS Technicians within a regulatory permitting discipline, and report to the DS Project Coordinator. Oversees intake staff functionality to insure quality plan submittal, assist in maintaining adequate coverage, and consistent application of standard policies, procedures throughout all administrative processing and permitting workgroups and functions; Assist in conducting performance evaluations, hiring for DS Technician positions, and apply all applicable City policies for subordinate processing staff.
Conduct audits of staff work, assess competencies and facilitate any necessary training for staff. Assist in the design, and implementation of training programs, professional development, and process improvements. Prepares written training materials and checklists.
Coordinates collaborate and actively engages with all development review teams for the functions of plan review/approval, performance measures, and data management. Assist with evaluating team’s performance, develops internal procedures and consistency and expediency, and act as liaison between multi-departments, executive management, and the customer.
Coordinates facilitate & participates in meetings with external and internal customers to handle any development related services and/or issues, and responsible for documentation of meeting decisions; Serving as the internal and external contact for inquiries about projects. Communicates clearly and concisely, both verbally and in writing, with project representatives.
Performs complex work associated with determining employee and customer training needs. Assist in the design, implementation, and facilitation of development services training programs and process improvements. Prepares written training materials and checklists.
Assists in developing public information resources regarding the City’s development review and approval processes.
Performs related duties as assigned.
Job Candidate Qualifications
Required Skills and Abilities:
Ability to conduct analysis of project details and coordinates with the project team within the City that has been assigned the development review; provides coordination of approvals and reviews within projects and identifies possible issues with regulations, staff, and workload.
Exercises initiative, sound judgment, and creativity in performing assigned duties;
Ability to analyze and facilitate the resolution of complex problems requiring multi-department cooperation; identifies solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Ability to plan, organize, supervise, communicate, review, and evaluate the work associated with team members/subordinates.
Leads and develops an effective team and motivates individuals to meet goals and objectives in order to provide courteous, cost effective and efficient customer service.
Provides knowledgeable, technical guidance and advice to City staff, other government agencies, private businesses, and citizens.
Performs complex work thoroughly, accurately and efficiently.
Establishes and maintains effective working relationships with department management and staff, other City staff, stakeholders, and others encountered in the course of work.
Operate a computer and use a variety of technical programs. Utilize specialized electronic tools, materials, and equipment in a safe and responsible manner.
Basic ability to read and interpret various kinds of maps, architectural and engineering drawings, construction plans, blueprints and other technical materials and documents, such as state and federal guidelines. Learn and apply local, state or federal codes and regulations.
Associates degree, or higher, consisting of college coursework in public administration, engineering, planning, architecture, construction management, or related fields desired. Applicants may substitute additional relevant experience for the required education.
Four to five years of progressively responsible permitting technician or construction experience preferred and customer service experience that includes development experience or equivalent combination of training and experience.
Experience in supervisory role, and excellent customer service skills are preferred.
Certifications, Licenses, Registrations
Desirable certifications or coursework completion: Permit Technician by the International Code Council (ICC), or North Carolina Building Code Law and Administration, or Building Level 1 course work, or course work related to Site Plan, Subdivision, or Zoning Regulations from an accredited institution. If applicable to roles and responsibilities, completion of certifications or coursework may be required of this position within 6 months of starting employment.
Positions in this class typically require: stooping, pushing, pulling, lifting, fingering, talking, hearing, seeing and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions: Work is routinely performed in an indoor, office environment.
