General Statement of Duties:

Performs work in land use planning; zoning, rezoning, subdivision administration, transportation, easement acquisition, community facilities, parks, population and economic projects, and other related areas.  Performs technical work inspecting properties for compliance with various ordinances such as the Unified Development Ordinance (UDO) and the sign ordinance.

Distinguishing Features of the Class:

An employee in this class plans, organizes and coordinates the town’s overall planning and zoning program, which includes current and long-range planning, zoning administration and development management.  Work involves providing guidance for the orderly growth and development of the town and enforcement of zoning and related codes; enforcement work includes issuing zoning and sign permits and making on-site inspections of existing uses of property and new construction to determine compliance with the UDO and subdivision regulations.  Work includes providing support to the manager, town council, as well as working with boards and community groups on planning issues.  Providing support to the planning board; prepare agendas, maps and documents, and attend monthly meetings.   Operating the Rowan County Geographic Information System (GIS) to produce maps and reports.  Work involves extensive public contact explaining potential and allowable land uses.  Extensive judgment and initiative are required in conducting research projects, compiling reports, making presentations and making recommendations for various programs/functions.  Knowledge and skill in facilitation to obtain citizen and developer input to develop consensus among conflicted parties is required.  Considerable tact and courtesy must be exercised in the public contact functions.  This position reports directly to the town manager.

Duties and Responsibilities:

Develops, coordinates and directs a variety of special and continuing plans related to the growth, development and redevelopment of the town.

Reviews plans for conformance to applicable codes and regulations.  Issues zoning and sign permits; makes on-site inspections of existing uses of property and new construction to determine compliance with zoning ordinance and subdivision regulations.

Prepares and reviews comprehensive planning elements relating to a variety of social, economic, physical and community concerns including land use, zoning and environmental impact.

Uses a variety of data to provide information on town land uses and development; maintains and updates the official zoning map of the town.

Participates in meetings and public hearings to explain recommendations on planning proposals; answers citizen and developer questions regarding planning and related issues.

Provides guidance to the manager, town council, and planning board in design, interpretation and direction for planning studies and documents, and for local, state and federal compliance requirements.

Works with a variety of boards, including the planning board, board of adjustment, and any advisory committees as needed.

Assures appropriate placement of notices and other procedural items to assure legal compliance.

Performs related job duties as required or assigned by the town manager.

Recruitment and Selection Guidelines:

Thorough knowledge of the laws, regulations, policies and procedures related to land use planning, zoning, subdivision regulation, community development and local government.

Thorough knowledge of the laws, principles, theories and practices related to modern land use planning and growth management.

Thorough knowledge of the environmental and socio-economic implications of the planning process and the statutes, laws, rules and regulations affecting these functions.

Considerable knowledge of management practices including supervisory principles, budgeting, purchasing and related administrative tasks.

Considerable knowledge and skill in the facilitation of public input processes designed to build consensus among conflicted parties.

Considerable skill in the collection, analysis and presentation of data, recommendations and policies, with the ability to prepare comprehensive reports and studies and to express ideas effectively in oral and written forms.

Ability to establish and maintain effective working relationships with community groups, federal, state, regional and town officials and the general public.

Job Candidate Qualifications

Physical Requirements:

Must be able to physically perform the basic life operational functions of climbing, kneeling, fingering, grasping, talking, hearing and repetitive motions.

Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, and pull or otherwise move objects.

Must possess the visual acuity to prepare and analyze data, examine and work with maps, charts and other detailed materials, perform visual inspections, operate a computer terminal and do extensive reading.

Desirable Experience and Education:

Two years’ experience in municipal planning or a related field.  Graduation from a college or university with a degree in planning, public administration or a related field and experience in municipal planning, community development or a related field, or an equivalent combination of education and experience.

Special Requirements:

Possession of a valid North Carolina driver’s license.  Ability to obtain Certified Zoning Officer (CZO) certification from the University of North Carolina School of Government within a specified period of time.
