CLASSIFICATION TITLE: Transportation Planner II
DEPARTMENT: Planning & Development Services Planning
The purpose of this position is to coordinate short- and long-range planning and implementation of essential transportation projects to advance the quality of life and safety of York County citizens; to perform road design, capacity analysis, and development review, and to perform related professional and administrative work as required. This position works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings. This position does not supervise other employees.
Examples of Duties:
The tasks listed below represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Represents York County Government on the RFATS MPO Technical Team, the Catawba COG Transportation Advisory Committee, and the Charlotte Regional Alliance For Transportation.
Applies for transportation infrastructure grants and administers contracts following federal and state guidelines.
Reviews development plan submittals and traffic impact analysis studies to ensure compliance with County ordinances and codes and evaluates the potential impact of proposed rezonings on existing road systems.
Develops and evaluates short- and long-range transportation plans for York County, the RFATS MPO, and the Catawba COG.
Assists in the implementation of the Comprehensive Plan goals and objectives, including zoning code research and revision. Transportation Planning including pedestrian and bicycle planning, and any other initiatives identified in the Comprehensive Plan as determined by the Planning Manager.
Serves support function as needed, within the Emergency Operations Center that coordinates transportation activities, and operations of all county, public, private, and volunteer transportation organizations within the County subsequent to a disaster situation.
Works with other members of the planning department to initiate revisions or recommend improvements to York County’s ordinances and codes regulating transportation.
Provides professional and technical support to planning agencies within other municipalities and jurisdictions, and initiates transportation planning coordination efforts.
Represents York County on the Interagency Consultation Committee to evaluate road improvement projects impacts on air quality in coordination with the RFATS MPO, SCDHEC, and the EPA.
Coordinates transportation activities, studies, and projects with other County departments, municipalities, the SCDOT, and other outside agencies as appropriate. Represents the department and County to various civic, professional, community, and other organizations. Serves on selection committees to hire consulting firms for the County, RFATS, and the Catawba Council of Governments. Participates on the Bike-Ped Task Force to improve pedestrian and bicycle facilities throughout York County. Represents York County on school safety assessments organized by Safe Routes to Schools. Conducts research, performs site inspections, prepares and submits project management reports, and compiles data for and prepares various reports and graphics as required by the County and other agencies. Participates in department marketing and public relations efforts; makes public presentations to inform the public about department projects and programs and to receive public input. Attends meetings, training sessions, conferences, webinars, and seminars to enhance job knowledge and skills. Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding areas of responsibility. Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, preparing spreadsheets, and answering the telephone. Operates a vehicle, computer, GIS system, drafting instruments, and basic office equipment.
Job Candidate Qualifications
EDUCATION AND EXPERIENCE REQUIREMENTS:
Completion of Bachelor’s degree and five years of relevant experience or Master’s degree and three years of relevant experience
CERTIFICATIONS AND LICENSES:
Must possess a valid state driver’s license is required.
American Institute of Certified Planners (AICP) certification preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Requires knowledge of and the ability to interpret and explain County codes and ordinances, understand SCDOT and Federal standards, and apply traffic generation methods to guide decisions affecting co-workers, the development community, and citizens. Requires organizational skills and flexibility to manage a constantly changing schedule of tasks; must be able to prioritize tasks as they are introduced. Requires the ability to communicate with the development community, citizens, elected officials, other government agencies, and co-workers in both written and verbal formats. Requires knowledge of principles and practices of land use and transportation planning and zoning; Requires the ability to analyze situations to determine the best approach to a solution based on established policies and principles. Requires the knowledge to use algebraic functions, statistics, linear equations, geometry, and finance, and economic principals. Requires knowledge of and the ability to utilize GIS programs. Requires the ability to maintain professional composure in difficult situations and maintain effective working relationships with associates and the general public. Ability to review technical documents and manuals and provide recommendations and solutions to issues raised.

Requires work involving: standing, talking, or hearing under 1/3 of the time; sitting over 2/3 of the time; and lifting up to 25 pounds under 1/3 of the time.
